When deputies approached Russ during the Saturday funeral, he "went wild" and spat on the officers, said New Hanover County sheriff's chief deputy Ed McMahon.

McMahon said the officers should have waited until after the cemetery service.

"It was never my intention to create any more problems for the family, and I am truly sorry and apologize for that," he said.

McMahon said the officers pointed Tasers at people because the crowd was moving toward them.

Russ was charged with assault on a government official, resisting an officer, disorderly conduct and felony malicious conduct by a prisoner.

"Everybody was so scared. We thought it was a drug deal gone bad," said Ronnie Simmons, a pallbearer and Russ' brother-in-law. "We almost dropped the casket.""

Some witnesses said they were hit hard by indiscriminately hurled snowballs.

"It all started in good nature, but then people were throwing them as hard as they could at each other. They were everywhere," said junior Brandon Davis, noting he got hit in the head.

He said a girl was knocked to the ground after being hit in the face with a snowball thrown from 10 feet away, while another student cried after getting hit in the eye.

Police said an officer used pepper spray on a group of students that rushed officers trying to make an arrest. Authorities estimate between 200 and 250 people were involved, but no serious injuries were reported.

Matt Lunchick, a junior, said he saw an officer tackle and arrest a student after the officer was hit with a snowball in the back. He also said officers told some students not to dump tubs of snow into cars.

Steven Rashad Bass, 18, was arrested and charged with assault on a government official, and resisting, delaying and obstructing a law enforcement officer. He was later released from the Pitt County Detention Center, jail officials said Thursday.

Bass was scheduled to appear in court March 3. His telephone number couldn't be found, and he didn't immediately return an e-mail Thursday.

North Carolina passed a law last year banning sex offenders within the state from social networking sites where children are members, making it a felony offense.

Sex offenders on social networking sites is not a new issue. Last month, Newsweek magazine reported that Facebook said it had removed 5,585 convicted sex offenders from its site between May 2008 and January 2009. MySpace also announced it had removed 90,000 sex offenders in a two-year period, the magazine said.

Last June, the Texas attorney general's office said it had arrested seven convicted sex offenders who violated their parole conditions by creating MySpace profiles, according to an article on the TechNewsWorld Web site.

Cooper and Richard Blumenthal, Connecticut's attorney general, for more than three years have led a group of attorneys general in working to make social networking safer, Cooper's office said. The group is pushing social networks to use technology such as age and identity verification to better protect users who may be children.

After discussions with the group, MySpace became the first social networking site to develop technology aimed at finding and removing sex offenders, the North Carolina statement said. Cooper is pushing Facebook to take similar steps.

But, Cooper's office said, "the information provided by MySpace does not include sex offenders who have not been convicted, are not registered or may be using aliases on the site. Cooper remains concerned about other sex offenders on the site who may be lying about who they are, and is continuing to ask MySpace to do more to protect children on the site.""

Stuck pontoon boat survives Tar River plunge

A crowd of about two dozen spectators gathered, and emergency crews stood by to ensure safety and watch for environmental or flooding hazards.

"I came to see that boat get launched," spectator Daniel Davis said.

Then a horn sounded, and city workers opened the floodgates around 2 p.m. A rush of current sent the boat sailing 25 feet down to the rocky water.

The boat bounced on the water once and stayed upright. Firefighters downstream in rescue boats pulled the vessel back to shore.

The boat had been stuck on the dam since last Wednesday, when it broke loose from its mooring and floated about a mile to the dam. For five days, it attracted spectators and photographers.

The boat's owner, who was out of town, faxed written permission for the City of Rocky Mount to push the vessel over the edge late last week. The boat owner's insurance company declared the vessel a total loss and agreed to repay the city for the cost of Monday's operation.

The boat's plight attracted fans who hoped for the vessel's survival – including Michael Sprinkle, from Nash County. On Sunday night, he swam to the edge of the dam, tied a rope to the boat and fastened the other end of the rope to a city maintenance wall.

Sprinkle said he was trying to save the boat and spare the owner and city the cost of cleanup – and maybe if the owner didn't want the boat anymore, pick up a boat at the cost of rescuing it.

"I imagine I did it the redneck, wrong way, but I tried," he said.

City officials managed to untie the rope before opening the floodgates.

Rocky Mount Police cited Sprinkle for trespassing Monday, nothing that he passed several "No Trespassing" signs to reach the boat. The charge carries a $50 fine and $120 in court costs.

Wayne Hollowell, Rocky Mount's director of Water Resources, said Sprinkle is lucky that he wasn't pulled over the dam. That hazard is why the city didn't try to pull the boat off the dam, Hollowell said.

"The element of one of our employees getting hurt made that far removed from good judgment," Hollowell said.

Sprinkle said that swimming out to the boat ended up being more dangerous than he expected.

"It was a very strong current, and it was very dangerous," he said. "I understand that, and I shouldn't have done that. But I was trying to save it for the owner."

"Investigators believe [he] arranged this incident without the knowledge or consent of the victim," the police statement said.

The woman was taken to a hospital after the assault, where she underwent a forensic examination and was interviewed, police said. She suffered no serious physical injuries and was released shortly afterward.

Police did not release the identity of the victim. CNN is not naming the victim's husband in an effort to avoid identifying her. The incident remains under investigation, police said.

The man faces charges including first-degree rape, two counts of first-degree sexual offense and one count of attempted first-degree sexual offense, according to the police statement.

Kannapolis is about 26 miles northeast of Charlotte, North Carolina. "

Pregnant Teen Fatally Shot at School Bus Stop in North Carolina

When the officer asked what he was doing, McVey stated “he heard the president was in town. He stated he wanted to see the president,” according to a case summary

Officers then removed McVey’s Springfield XD 40 handgun and detained him.

While searching his Pontiac Grand Prix, investigators heard police department radio traffic “indicating he was monitoring our frequency when he arrived,” according to the summary.

Officers also found a siren box under his steering wheel, several pieces of paper with agency frequencies written on them and a sticky note in the cup holder with rifle scope formulas on them.
