This is all a show to act like they're wavering. They always fall in line because they're spineless and they're afraid of retribution from Trump.

But honestly, does it even matter? What's the practical difference between acting and confirmed? Confirmed gives an air of legitimacy, but is there anything a confirmed individual can do that an acting one can't?
